Separated candidates were treated as adoptable while finance, relocation, health, or occupation collect was still pending, so clickable cards and a verification report appeared before those questions were asked. Public can_adopt no longer starves the collect fallback, 改选 scrolls to the offer, opening collect uses other, and probe_year stays on the schema.
