fix(avastha): mark Shayanadi blocked when there is no sunrise instead of dropping the table

Polar day or night left determine_daytime without a sunrise, so the whole
avasthas module failed after the PVR activity formula was wired in. Only
the Shayanadi cell is blocked now; the other four states still compute
(BUG-1390).

- Step 1.5: Special Lagnas 特殊上升点（Bhava/Hora/Ghati/Arudha/Upapada）
- Step 4.5: Vimsopaka Bala
- Step 6+: Karaka JH Compatible Mode（Jagannatha Hora
- Step 10.5: Avasthas

- 新增 is_balance 字段标识

- full-reading: v4.1.0 → v4.4.0
