Add bounded chart loading, per-layer retry states, and shared SVG skeletons. Add report block downloads with SVG, localized metadata, and inline deletion.
Record verification and retain CRLF export, full-build, and controlled-device acceptance blockers. User authorized staging delivery with these gaps documented.

Longform report pages kept the D1/D9/Moon and varga headings but skipHtml
stripped the engine's inline SVG. Emit a jyotish-chart JSON fence beside
each SVG and render a diamond chart on the reader without relaxing HTML
sanitization. BUG-607.

Engine calls already returned markdown; the worker failed because local postgres upsert required onConflict and the appendix write omitted it.

New reports skip the writer, persist pl9 Markdown as the body, and settle zero-token usage on the catalog model. Planned longform sections now emit blocked rows instead of vanishing.

Web export now calls the same full pack as the long skill report and caches an owner-only Markdown download. Appendix failure stays unavailable and does not change the main report status.

Staging personal_full died as report_schema_invalid after the first
chapter blocked. Keep assertWriterOutput, stop treating refs mismatch as
missing evidence, and surface section error codes on the report APIs.

Report pages now scroll inside the chat shell lock, and admin product save forks a draft or retires a published plan instead of rejecting with a generic constraint error.
