Summary

  • record the staging env ownership drift that blocked the reviewed encrypted backup helper
  • preserve the private deploy-owned backup boundary and require deploy:deploy 0600 env files
  • prohibit weakening helper checks, copying secrets, parallel root backup trees, or broader permissions

Focused governance tests pass. This changes no runtime code, secret value, production configuration, or production deployment.
