Bound Gitea staging deploy and migration trusted-main fetches to three 120-second attempts with fail-closed exhaustion, while preserving reviewed-main ancestry, exact-SHA artifacts, forward-only deployment, and manual rollback controls. Records BUG-129 and ERR-095. Focused workflow contracts pass 31/31; modified YAML and mandatory pre-work checks pass. Run 1474 eventually recovered and deployed successfully; the underlying Git transport stall remains unproven. Production is unchanged.
