Harden the Gitea Staging Backend Quality Gate after run 1485 failed before validation with curl 28 / early EOF at the prior 30-second/1024-B/s low-speed threshold. Both validate and publish exact-SHA checkouts now use three bounded 300-second attempts, a 15-second connect timeout, and a 60-second/1-B/s stalled-transfer threshold. Exact --depth=1 --no-tags origin GITEA_SHA, HEAD identity, clean-tree checks, artifact non-reuse, and fail-closed exhaustion remain mandatory. Records BUG-130 and ERR-096 as investigating. Focused manifest/workflow contracts pass 35/35; parsed YAML shell, mandatory pre-work, diff and staging health checks pass. Production unchanged.
