Retries the complete bounded staging verification predicate set until Caddy routes the exact reviewed SHA, instead of checking exact public SHA only once after /login becomes reachable. Keeps fail-closed rollback and emits only redacted status evidence. Records BUG-137/ERR-100. No production changes.
