Force-recreates Caddy after atomic controller sync so the running single-file bind mount uses the gate-attested Caddyfile, then verifies user/admin hosts against their separate fail-closed contracts. Records BUG-138/ERR-101. Keeps bounded convergence, immutable exact-SHA artifacts, automatic rollback, and production isolation.
