Records successful gate 1525, migration 1516, deploy 1526, exact public/host SHA, dual-host anonymous boundaries, runtime role/RLS checks, zero restarts, and encrypted backups. Closes BUG-131–138 and ERR-096–101 with evidence. Authenticated browser/model/PDF acceptance remains explicitly blocked. No runtime or production changes.
