The staging runner hangs while cloning the artifact action from gitea.com.

This pins the same audited v4 commit (81f940d004763f986ba3582c007fd842dd5cb0d7) from an internal git.copse.top mirror so the publish job no longer depends on an external action clone.

Checks: node --test frontend/tests/staging-backend-workflows.test.ts (28/28); git diff --check.
