Product chose 1: fix production D60 (count from the sign itself for odd
and even signs) before continuing the two-way study. Renumber the
branch's D60 bug BUG-1498 -> BUG-1500 to clear the staging collision,
and settle the D60 boundary scoring rule as same-day events only.
