Jesse_ChenandClaude 8015e8efb7 docs(tasks): upstream sync 9 batch B first rejection (agent loop, issue #159) ...

The freshness test's IDENTITY_FORBIDDEN_PREFIXES list is append-only;
the branch replaced the two sync8 entries instead of adding the sync9b
ones after them, which weakens the identity guard. Restore them.
