jesse 88a03808a9 docs(tasks): D60 two-way comparison brief for local Grok (issue #149 )

Nadi/D150 seconds were falsified in BUG-1240; this brief only tests D60 as a
discriminator: production V9 vs V9 + D60 segment boundaries on the 77-case v5
holdout, both directions (help and harm), preregistered gates G1-G5, plus a
20-case model-in-the-loop conversation comparison. Offline, no production or
frozen-file changes. Reserves BUG-1497.
