ClaudeandClaude Opus 5.5 8f7814846b docs(ops): outage behaviour audit for VedAstro, location and model providers (#119 item 42)

Code-and-stub audit instead of a live drill (no staging SSH). Per-dependency
tables of what the user sees, charge/refund, logs/alerts and evidence, plus
gaps ranked by risk. Four clear bugs recorded as investigating: BUG-1504
(VedAstro truncated read -> 500), BUG-1505 (report lease expiry keeps
credits), BUG-1506 (profile edit wipes place on timezone failure),
BUG-1507 (legacy China profiles silently +8).
