产品 09-18 授权：范围用户必须能正常用产品。exact-timing 只记录不
拦（日期照出、按区间表述），guarantee 全模式退回重写，personal-chart
只在完全没有出生时间时拦。推翻「分钟敏感主题一律套精确时间守卫」的
旧红线（该红线曾让已校正用户问应期被挖成「[具体时间已省略]」）。
