Reports send vedastro_evidence_budget=report. The API defers like consult (no sync main-entry overview, cache-only gate, gateway in the foreground pool) with a 25 s deadline from session start (cap 45 s). On overrun the report continues with VedAstro official_blocked / report_vedastro_deadline_exceeded and the failure is stored in the day's negative snapshot cache.
