三页都是等待文案块换成正文块的一次布局推挤；use-chart-page 每次进入
重新 fetch、无缓存，所以每次都抖。默认方案不加 spinner（撞「揭幕后不得
出现 spinner/骨架」红线），改统一外壳 + 缓存 + 预取消灭中间态；要动画
则走延迟揭幕，并需产品授权改红线。
