- D2 is a method-sensitive difference cluster and remains unarbitrated.
Balas, AshtakaVarga, and Vimshottari remain raw-only until their units, schema, and method contracts are independently aligned. Keep `promotion_allowed=false` unless external worked examples arbitrate method variants.
