test(rectification): keep reviewed privacy-collision lines in place (BUG-1193 follow-up)

test_repo_privacy_markers pins two reviewed numeric collisions in
test_rectification_v5_services.py by line number; the R1 three-column note
replaced the now-stale C2 comment on the same line instead of adding one.
