Integrate the exact-SHA quality-gate checkout retry onto current main and repair the concurrent admin rollout capability-audit regression without changing admin business code. Preserves main's BUG-130 billing record, records checkout retry as BUG-131 and the repeated exact-route regression as BUG-132. Adds all 14 actual new admin page routes to the still-exact 21-route inventory; does not weaken the assertion or remove reports/[reportId]. Verification: capability audit target passes, filesystem route inventory equals expected 21/21, manifest/workflow contracts 35/35, parsed quality-gate shell, mandatory pre-work, diff and staging health checks pass. Supersedes closed PR #20. Production unchanged.
