ClaudeandClaude Opus 5.5 a14040c0d7 ci: balance the two validate jobs by moving the CLI smoke tests ...

After the fixture change validate-frontend finished ~3 min before
validate-python (307 s vs 491 s in run 6487). tests/test_cli_smoke.py
(~110 s) now runs in validate-frontend after the frontend suite, with the
same PYTHONPATH/PYTHON the gate sets. run_quality_gate.py gains
--exclude-pytest-target, which refuses anything not in the selected
targets; a test checks every exclusion is run by the other job.
